Councillors plan to deviate from job seekers’ programme

Although there are clear guidelines and policy around the selection process for temporary work on the City of Cape Town’s job seekers’ database, at least two ward councillors confirmed that they have applied to deviate from it.According to the City, unemployed people who are registered at their sub-council office, have a chance to be selected for temporary job opportunities for projects which the City implements. The selection is a random computerised process, according to the City.Mayoral committee member for safety and security; and social services, JP Smith, pointed out, however, that registration on the database was not a guarantee of employment.It has been an open secret that residents across the Athlone News’ distribution area, which includes Sub-council 17, Sub-council 11 and Sub-council 5, have little faith in the randomisation process, and had been complaining that the same people get jobs whenever projects are implemented in their communities. Some claim that the ward councillors interfere in the process and they deliberately choose who they “want to give the jobs to”.Bonteheuwel community leader and activist, Nadia Mayman de Grass, said she had heard murmurs around these allegations, but that no one had approached her with this kind of complaint directly.Former Ward 31 councillor, Jonathan Cupido, who resigned from his position amid the political turmoil within the DA, made public internal emails sent while he was still a ward councillor, to “expose” how councillors did not stick to the policy and chose whom they wanted employed on projects. The City’s policy also prescribes that a worker who has been successful in obtaining a job opportunity, be excluded from the list of employable candidates for a period ranging from one to three months.Mr Smith confirmed that potential workers were selected from a computerised system, to minimise “human interference” in the identification of workers to be considered for Expanded Public Works Programme (EPWP) projects.He added: “The randomisation criteria are informed by the nature of the project as clearly defined by the line department implementing or executing a specific service, and includes consideration of age, gender, skills, the nature of work preferred by the jobseeker and the location of a project. The physical execution of the computerised process is done at all relevant sub-council offices, for their relevant jurisdiction areas, under the supervision of the sub-council manager who is a permanent City employee. The management of the job seekers database policy prohibits councillors from being involved in the randomisation process.”Ward 50 councillor, Angus Mckenzie, however, said deviation was allowed. “Ward councillors must make an application, and it must be motivated why they want a deviation of the process. The City manager, through the executive of the specific line department the deviation is applied for, will then make a decision on whether to approve it or not. I can confirm that I have applied for deviation before. Our reading rooms, because of the skills needed for early childhood development, requires specific people to operate it. Mr Cupido himself also applied for deviation before. I can confirm that I requested a deviation for our Women of Change programme,” Mr Mckenzie said.Ward 47 councillor, Antonio van der Rheede, said the randomised process made no provision for police clearance, and when it come to working with women and children, he preferred that people who had been properly screened be placed in those positions. “If it is a specialised programme, like working with vulnerable groups such as women and children, one must make sure they are able and eligible to do the work. We cannot allow just anyone to play with children. If anything goes wrong in the community, the ward councillor gets blamed for it. We want to protect the community. There are also people who have volunteered for years in the community and one must look at opportunities for volunteers as well. You can apply to deviate from the process. With our Women for Change programme, we have applied for deviation. Sir Andy raises doubt over Bascombe, Shallow defends appointment

first_imgBRIDGETOWN, Barbados, CMC – Fast bowling legend Sir Andy Roberts has questioned the appointment of Miles Bascombe to the West Indies men’s selection panel, and believes the former Windward Islands batsman should have withdrawn himself from consideration after having been a member of the recent Cricket West Indies Task Force which led an overhaul of regional selection policy. Further, the outspoken former Windies coach contended Bascombe did not possess enough first class experience to sufficiently qualify him for the role he now occupied beside former Test off-spinner Roger Harper and newly-appointed head coach, Phil Simmons.Test legend Sir Andy Roberts.“I have a problem first that he was a member of the task force that sat down to look into who they could pick as selectors and develop a policy, so he’s been part and parcel of it,” Sir Andy told the Mason and Guest cricket radio show here.“He [also] does not have enough first class cricket experience in the region. He may have played, yes, but as far as experience goes to be one of the two selectors? No, I have a problem with that. He added: “My biggest problem is that he, as a member of the Task Force – even though he wasn’t involved in putting his name [forward] – should have withdrawn being a member of the Task Force,” Sir Andy stressed.Bascombe’s appointment came as a surprise, especially considering his tepid playing career which yielded 24 first class matches at an average of 21, and a single Twenty20 International for West Indies against England eight years ago.He was also earlier this year named to the Selection System Task Force, chaired by CWI vice-president and fellow Vincentian, Dr Kishore Shallow, as one of three independent members alongside former Test players Ramnaresh Sarwan and Philo Wallace. Bascombe also serves as vice-president of the St Vincent and the Grenadines Cricket Association headed by Shallow.Sir Andy, however, supported Harper’s appointment as chief selector, pointing out that the former West Indies head coach ticked all the boxes.“I’m pleased. You’re looking for somebody with vast cricket knowledge, somebody who knows the game, has played the game at the highest level, who has been captain [and] coach so I don’t have a problem with that,” the Antiguan outlined. Shallow, who chaired the interview panel during the recruitment process for selectors, defended Bascombe’s appointment, however, arguing that the process had been a “robust” one that had seen the former player pass every test put before him.“The recruitment process was as robust as you could actually imagine,” Shallow said.“One of the first things we did was identify a group of players based on interviews and feedback from persons across the region. Miles’s name surfaced through that process. Some 20 persons were put forward and approved by the board, we then wrote to them [to ascertain] their interest and availability.” Shallow said that of the 17 candidates who responded positively, Harper, Bascombe, Lockhart Sebastien and Hendy Wallace came through as the final shortlist based on their performance in a test exercise.According to Shallow, Harper and Bascombe then scored highly in the interviews which followed.“I can tell you that both Roger Harper and Miles Bascombe were outstanding, with no disrespect to the other two gentlemen,” Shallow revealed.“They stood out in terms of understanding the modern day of selecting where we are now in a data driven environment. Report: “Dukes of Hazzard” star John Schneider sentenced to jail for failing to pay alimony to estranged wife

first_imgPhoto by Gabe Ginsberg/Getty Images(LOS ANGELES) — Like his famous Bo Duke character on TV’s The Dukes of Hazzard, John Schneider has reportedly run afoul of the law.Sources tell TMZ that Schneider, 58, was sentenced on Monday to three days in a Los Angeles County jail for failing to pay spousal support to his estranged-wife Elvira. Back in February, a judge had given the actor a month to hand over $150,000 in delinquent alimony.In addition to serving jail time, Schneider will reportedly have to perform 240 hours of community service.Elvira filed for divorce in L.A. county on back in 2014, after 21 years of marriage, citing irreconcilable differences, according to court documents obtained by TMZ.
